November 20, 2025 - First RIISQ Student Forum on Floods in Quebec

The RIISQ Student Committee organized its first Student Forum on Flood Risks in Quebec on November 20, 2025.

The event, offered in a hybrid format, brought together graduate students from several Quebec universities, representing a variety of disciplines (urban planning, architecture, engineering, land-use planning, geography, social sciences, public health, etc.), who are conducting research on flood risks and resilience to this type of hazard.

Student Forum Presentations:

Best Presentation Awards – A jury composed of Daniel Germain (Professor of Geography, UQAM), Nathalie St-Amour (Professor of Social Work, UQO, Co-Director of RIISQ), and Steffen Lajoie (Scientific Advisor to RIISQ) decided to award three $200 prizes to the best presentations based on the major themes addressed:

For the theme “Environment and Social Issues” the prize was awarded to Pascale Chagnon (Doctoral Candidate in Land Use Planning and Regional Development, Université Laval) for her particularly interesting proposal, her remarkable understanding of the issue and the uncertainties it entails, and for the excellent answers she provided to the questions. Her presentation was entitled: “The Impact of Relocation on Socio-Territorial Inequities: A Scope Study.”
For the theme “Ice Jams and Engineering” the prize is awarded to Sara Azargashb-Lord (doctoral student in water engineering, Université Laval) for the clarity of her presentation, as well as the innovation and accessibility of the tools used. Her presentation was entitled: “Evaluating Ice-Weakening Strategies Through Analysis of River Breakup Timing.”
For the theme “Modeling and Computer Tools” the prize is awarded to Simon Yaka (doctoral candidate in marine and river engineering in the Department of Construction Engineering at the École de technologie supérieure in Montreal) for his excellent presentation, the demonstration of compelling data, the highly informative modeling images, and the outstanding communication of the models presented. His presentation was entitled: “Numerical Modeling of Turbulent Flow Structures and Localized Erosion Around Piles.”

November 18, 2025 - First Nations Symposium on Emergency Management

The RIISQ and the Precrisa Network participated in the Grand Gathering, the First Nations symposium on emergency management organized by W8banaki, at the Courtyard Marriott Hotel Convention Centre in Brossard.

This third edition focused on four main themes: innovation, leadership, respect, and tradition. Emergency management stakeholders from First Nations communities, their partners, and the public were able to attend presentations and panel discussions.

May 8-9, 2025 - ACFAS - 'Sauver la planète ! La cartographie des risques et la gestion financière des inondations'

Third edition of the ‘Save the planet!’ Symposium under the theme Risk Mapping and Financial Flood Management

The RIISQ has organized the third edition of the series “Save the planet!” over two days.
The first day of the symposium was devoted to the challenges of financial flood management and the potential impacts of the new flood zone mapping on the territory of Quebec. Suggested topics covered the practical application of these maps, governance and participatory mechanisms, social communication, insurance and building adaptation.

The second day expanded the theme to all research projects aimed at better understanding systemic risks related to floods, through an intersectoral approach. In order to make territories more resilient, an intersectoral approach is needed, in a context where sectoral structures are often challenged due to a lack of a common understanding and holistic vision that transcends disciplinary silos.

Organized by the RIISQ, the Department of Geography of the UQAM and the Geography Section of the UQAR. In a context of record temperatures, forest fires and floods, how can forecasting be improved? Forecasting, preventing and adaptation face huge challenges, with more research focus needed on these topics.

October 7, 2024 - RIISQ Scientific conference ‘Floods in Quebec: risks and resilience’

On October 7, 2024, the RIISQ organized the scientific conference ‘Floods in Quebec: risks and resilience’, at the University of Quebec en Outaouais (UQO) and online. More than 150 researchers, professors, students, elected officials and stakeholders in the field of flooding and climate change participated.

The topics covered included:

Acting after a disaster: citizen mobilization and regional planning

June 6-7, 2024 - 'Flood-prone cities: Elected officials – researcher collaborations for the resilience of our communities'

On June 6 and 7, 2024, the RIISQ co-organized the bold conference “Floodable cities: Elected – researcher collaborations for the resilience of our communities”.

The event welcomed at least 10 mayors from France and Quebec and around thirty researchers. Read the event report here.

The conference was organized in partnership with the Faculty of Planning of the University of Montreal, the Ivanhoé Cambridge Observatory (OIC), the Quebec Intersectoral Flood Network (RIISQ), AdapT Institute, One Health Initiative, the Obervatory Sustainable Work, the Laboratory for the Study of Potential Architecture (L.E.A.P) funded by the Fonds de recherche du Québec – Société et culture (FRQSC), the Canada Research Chair in Architecture, Competitions and Mediations of Excellence (CRC -ACME,), One Urban Health, the Building the Future Sustainably (CLAD) project, the SSHRC-CRSH and the McConnell Foundation.

May 15-16, 2024 - ACFAS - 'Sauver la planète? La collaboration intersectorielle en gestion et communication des risques climatiques' Symposium

A better management of climate risks begins with optimized anticipation and forecasting. Today, Environment Canada, a partner of the conference, works on a daily basis to improve weather and climate risk forecasting systems. But how to combine forecasting and communication? What messages should we send to civil security actors, municipalities and those on the front line in the event of a climatic event? Finally, how can we adapt these messages to the vulnerabilities and specificities (geographic, social, urban) of each Quebec territory?

The conference aims to answer some of these questions. By combining scientific interventions and expert round tables, it will address intersectoral collaboration and communications in the three phases of climate risk management, whether for forecasting climate phenomena, the crisis management phase, and finally that of recovery.

April 11, 2024 - Round Table on the Next Generation of Researchers in Crisis Preparedness and Management

Student event co-organized by the Réseau Inondations InterSectoriel du Québec (RIISQ) and the Network for Prevention, Research, Response and Resilience to Health Crises (PR3CRISA) (formerly RQCP).

Live discussion recorded in a radio studio with six students, in front of an audience composed mainly of students and professors, focusing on (1) the link between students’ careers and crisis preparedness; (2) their current research and findings; and (3) ways to invest in and support the field of health crisis preparedness research in Quebec.

The event was recorded, with the aim of creating educational podcasts, available for free on YouTube. Journalist Valérie Borde facilitated the event.

Joint RIISQ - Centr'Eau event: CentrEau Water Governance and Management Day - November 17, 2023

A perfect opportunity to highlight governance and water management issues, which are cross-cutting and central topics in water protection in Quebec. The symposium focused on the central question of the involvement of water stakeholders in crisis management, with a focus on two case studies: the COVID-19 pandemic and floods, in collaboration with the RIISQ.

October 2-6 2023, the RIISQ has participated in the ADAPTATIONS FUTURES conference – ‘Culture and heritage-based education, training and capacity building for climate change adaptation’.

The annual meeting of the Great Lakes and St. Lawrence Legislative Caucus (GLLC) took place on September 8, 2023. The GLLC is a binational, non-partisan organization whose mission is to engage state (USA) and provincial (Canada) legislators in the Great Lakes and St. Lawrence River policy development process.

The RIISQ at the Quebec Civil Security Association seminar - May 2022

In May 2022, Philippe Gachon, general director of the RIISQ, presented a conference at the seminar of the Civil Security Association of Quebec (ASCQ). The RIISQ and the ACSQ also created a joint committee to promote scientific knowledge for the purposes of developing a culture of civil security.

The RIISQ at the Eureka festival! - June 10 to 12, 2022

From June 10 to 12, 2022, the RIISQ participated in the Eureka Festival! – Water in all its forms in Montreal. Taking place at the Cœur des sciences at UQAM, the Science Sprint on the theme of flooding then enabled the holding of 18 workshops presented in French in three Canadian provinces (Quebec, Ontario and British Columbia). They provided the opportunity to reach more than 448 high school students.

Annual conference 'Innovations in civil security and emergency intervention' - September 15, 2022

The RIISQ collaborated in the organization of the annual conference “Innovations in civil security and emergency intervention” of the Center for Research and Innovation in Civil Security (CTTT-RISC), September 15, 2022. Virtual networking workshop as part of the RIISQ-RQM joint call for projects - November 19, 2020

The RIISQ and the Réseau Québec maritime (RQM) are joining forces today to strengthen networking and intersectoral collaborations in flood risk management in the maritime environment and are launching a first joint call for projects, the main terms of which are as follows. The projects must support research related to flood management throughout Quebec’s maritime territory, including the St. Lawrence system (river-estuary-gulf continuum) and the coastal areas of northern Quebec. Under this joint call for projects, a total envelope of $500,000 is available to fund projects up to a maximum of $160,000 per project, for a period of two (2) years, from April 1, 2021 to March 31, 2023.

In order to offer members of both communities a space to exchange, a virtual networking workshop will be held on November 19th from 1:30-4:30 pm.
